  • Develop site-specific safety and health programs and procedures with special emphasis on underground work activities and exposures. Special emphasis safety programs and procedures including excavation and trenching, heavy equipment operations, pedestrian traffic controls, and electrical safety including underground utilizes and overhead hazards. 
  • Provide competent person training as it relates to excavating and trenching. Training includes OSHA’s Subpart P requirements, soil analysis and controls to prevent cave-ins. 
  • Provide routine training sessions for superintendents and project foreman can be provided to ensure that job site safety and subcontractor work practices are compliant with applicable OSHA standards and company directions.
  • Conduct safety observations and audits using the Predictive Solutions software platform. Predictive Solutions provides statistical probabilities regarding the occurrence of accidents and injuries. Formal reports with photographs depicting both safe and at-risk practices and conditions will be distributed to key company personnel.
  • Conduct documented accident and injury investigations when deemed necessary, such as a utility strike or employee injury. The investigation report will include descriptions and a summary of events, root causes and recommended actions; photographs will be taken. Horton Safety Consultants will use these investigations to solicit ideas and suggestions from all employees and subcontractors on how to prevent similar injuries or accidents from occurring in the future.



  • General Liability: Office exposures, utility damage, displacement or settlement of existing structures; blast damage; unmarked excavations; cutting utility cables, damaging property of the utility company and disrupting service to neighboring residences or businesses; fire; cracked pavement; foundation damage; pipe leaks; hazardous material spills; A significant morale hazard may be indicated by the absence of detailed procedures to determine utility locations and to research prior uses of the land
