Currently serving as Vice President of Consultant Relations at Quantum Health, he partners with top consultants and advisors nationwide to translate complex care navigation solutions into clear, measurable value for employers and their members.

With over two decades of leadership experience, Joe has successfully launched and scaled a wide range of solutions, including individual ACA products, ICHRAs, MEWAs, PEOs, association programs, and level-funded plans. Prior to Quantum Health, he held senior leadership roles at Aon and Anthem, where he led high-performing teams, delivered significant revenue growth, and brought innovative products to market in highly competitive and regulated environments.

Known for his strategic mindset and ability to connect vision to execution, Joe excels at building strong partnerships, aligning stakeholders, and delivering results that improve both business performance and the healthcare experience.

Susana Spillman, Consulting Relations Manager

Susana Spillman is a Consultant Relations leader at Quantum Health, partnering with benefits consultants to help employers bend the healthcare cost curve while improving outcomes and the member experience. She is a trusted advisor known for aligning healthcare navigation and vendor strategies to reduce waste, strengthen accountability, and deliver measurable value—without disrupting existing benefit ecosystems.

With more than 27 years of experience across healthcare and human resources, Susana brings a rare, employer-informed perspective that directly resonates with consultants and their clients. She spent nearly two decades at Abbott Laboratories leading health plan strategy, where she drove a transition to a self-funded model and implemented solutions that improved access, engagement, and cost efficiency. Her deep expertise in compliance, contract negotiations, and vendor performance ensures strategies are not only innovative—but executable and defensible.

Her career also includes global benefits leadership at Cardinal Health and advisory work with health innovators, giving her a comprehensive view across employers, consultants, and solution partners. Susana understands the real pressures consultants face—proving value, managing risk, and delivering outcomes—and is known for helping cut through complexity to implement strategies that drive sustainable, real-world impact.
